Our Report on the County’s Public Health Service

ARE MONTGOMERY COUNTY TAXPAYERS GETTING THE BEST BANG FOR THE BUCK
for Public Health Services?
 
 
The Public Health Service provides essential services to our poorest residents (those at 100% of the Federal Poverty Level) but are we taking away from them much needed funds to provide for those at 250% of the Federal Poverty Level?  Why are salaries paid to Health and Human Services employees over 20% higher than their counterparts in Howard and Fairfax counties?  Why is the health of our residents below those who live in Howard and Fairfax counties?  
 
This is the first in a series of reviews by the Montgomery County Taxpayers League that will analyze and make recommendations on the the productivity of the major services provided by Montgomery County.  The review looks at the Public Health Service within the Department of Health and Human Services which is the third largest area of public spending after the schools and the public safety agencies. 
 
This review provides a framework for policy makers to make strategic decisions by first focusing on productivity improvements rather than tax increases.

Here are some facts about Montgomery County (I’ve picked these at random; come and hear the entire presentation on February 16):

- there has been a 2% drop in foreign immigration among new residents
- unemployment for age group16-19 was 14% in 2000 and 24% in 2010;
for 55-64 year-olds it was 2% in 2000 and 6% in 2010
- between 2000 – 2010, persons in poverty increased by 59%
- of those who pay more than 30% of their income in housing costs,
44% are renters and 37% are owners
- of foreign-born residents 24% have an advanced degree and 19%
have not graduated from high school
- 63% of seniors own homes
