On November 23, 2010, the county’s Office of Legislative Oversight (OLO) presented the first part of a study to explore the county’s structural deficit problem.

“Personnel costs (pay and benefits) account for 82% of all tax supported spending. Between FY02 and FY11, personnel costs increased 64% while the total number of workyears increased 10%.”

“Compensation for Montgomery County employees now consumes 82 percent of all tax-supported spending in the county’s $4.2 billion budget. And for every tax dollar the county spends on bloated salaries, it spends another 52 cents on benefits for those same employees.”
